What is a dimming ballast?
For less than full light output, the control device reduces the voltage across the control wires, causing the ballast to dim the lamps. As the control voltage approaches 0 Vdc, the ballast dims the lamps to the lowest light output possible for that system.
Can a ballast be dimmable?
Dimmable ballasts are available for non-integrated compact fluorescents, and do provide reasonable dimming performance. Compact fluorescents must be burned in at full for 100 hours before dimming (see additional info below).

Should I dim my ballast?

Can you use 1000w bulb in 600w ballast?
The ballast will be able to light the bulb. A 600-watt and a 1000-watt bulb has the same starting voltage requirement. I personally would not use a 600-watt ballast on a 1000-watt bulb. An electronic ballast will only provide approximately 600-watts to the bulb.
Why are my dimmable lights not dimming?
One of the most apparent reasons for dimmer switches not being able to dim all the way is the lack of compatibility between the dimmer and bulb you have used. There are dimmable bulbs and non-dimmable bulbs; if you were to use a non-dimmable bulb with a dimmer switch, it wouldn’t work out at all.
